Meet Our Managing Partner
C. David Turner, Retired Brigadier General
Brig. Gen. (Ret.) C. David Turner, U.S. Army currently serves on the Board of Directors, as well as holding senior executive roles with Dawson & Associates, Binary Exchange Technologies, Twitty & Associates, Next Generation logistics, HyperloopTT and MacDonald-Bedford. Previously, Gen. Turner served as President, Military Services Group for American Water Enterprises, where he oversaw operations involving water treatment and supply for 14 U.S. military installations.
His experience in the U.S. Army Corps of Engineers (USACE) includes an enviable record of success on policy and projects involving engineering, construction, environmental oversight, contract negotiations and information technology. During his 33 years with the Army, Gen. Turner established a reputation throughout USACE for operational and strategic leadership. During his final decade of service, he commanded Corps of Engineers divisions in Atlanta and San Francisco, USACE District in Korea and served as USACE’s Chief of Staff in Washington D.C. He also served as Chief of Staff for Combined Joint Interagency Task Force in Afghanistan. Gen. Turner served four tours in the Pentagon. During his last tour, Gen. Turner led the largest transformation of the U.S. Army since WWII, while serving as the Army’s Division Chief for the 2005 Base Realignment and Closure, an $18 billion dollar program.
David has extensive experience working natural disasters with the Federal Emergency Management Administration, and other federal entities, State and Local Governments. During natural disasters, David worked directly with the Governors of California, Florida, Georgia, South and North Carolinas and their Emergency Management Departments. His thorough understanding of USACE’s capabilities and ability to strategically communicate those capabilities to federal, state and local leaders significantly enhanced USACE’s recovery and response efforts.
Gen. Turner serves as Board Member of the Society of American Military Engineers (NJ Post) and American Watershed Initiatives and is a former member of the USACE Coastal Engineering Research Board.
He was awarded the City of Atlanta Phoenix Award. He also received a Letter of Appreciation from the Republic of Korea Secretary of Defense. David was also awarded in 2009, BEYA Professional Achievement for Government Service and 2014 BEYA Army Stars and Stripes Award winners. Additionally, David was awarded the Army Engineer Associations Bronze and Silver DeFleury Medal. He is a University of Central Missouri Distinguished Alumni and Webster Groves Wall of Fame. Upon his completion of Federal Service, he was awarded the Army’s Distinguished Service Medal. David is an Eagle Scout.

A trusted professional and entrepreneur, Jean-Claude has most recently served as Chief Executive Officer of a successful, certified Minority Business Enterprise dedicated to advancing strategies in risk management, safety, and workforce development. Jean-Claude is experienced in all aspects of business formation, operation, finance, and management, and prides himself in being a results-driven strategist, providing superior customer service and customized business solutions to clients.
Jean-Claude is passionate about helping organizations achieve their goals and deliver results in the face of complexity, deploying a unique blend of business leadership, strategic thinking, and technical expertise. He is a graduate of Lincoln University with a degree in Business Administration. His proven track record with large accounts has resulted in national recognition and awards among insurance carrier professionals.
Jean-Claude's accomplishments—both in the workplace and in the community—are vast, measurable, and impactful. Outside of the office, Jean-Claude is committed to his spirituality, family, and serving his community locally and abroad. He currently holds a seat on the Board of Directors of the Boys & Girls Club of Greater Washington and contributes regularly to organizations supporting the creation of sustainable programs to develop training and readiness for vocational education that lead to real livable wage jobs in Haiti.
Henry Stueber
A senior business executive, Henry Stueber has a demonstrated track record of achievements in developing, implementing, and managing sound business practices and strategies. His diverse background includes expertise in companies ranging in size from $150M to $2.5B in the Aerospace, Energy, Industrial and Semiconductor markets both domestically and internationally. Mr. Stueber is a strong leader with comprehensive global business expertise in advancing company growth, shaping competitive products, and building world-class teams, committed to building organizations focused on teamwork, and business transformation.
Henry was recently selected to be a Board member for JJ White, Inc. One of the largest and comprehensive construction companies in the Mid-Atlantic, Midwest and New England areas.
Mr. Stueber was named to the Office of the President, Greene, Tweed & Co., LLC, (private company), in May 2018. He was responsible for strategic planning, and execution, that provided innovative growth and unprecedented profitability, resulted in 4X Value Creation. Henry was selected to be a member to the Board, in May 2014, working with the family ownership on strategic direction and long-term objectives.
Mr. Stueber has been with Greene, Tweed since October 2007, as the Chief Operating Officer and Senior Vice President, with ownership for functions to include: R&D, Marketing, Safety, Manufacturing, Supply Chain, Process Engineering, Quality, IT, and Project Management. Henry built high performing global teams that successfully transitioned the 156-year-old company to Industry 4.0, with Artificial Intelligence (AI), Machine Learning, and significant automation implementation. Mr. Stueber was successful in establishing a market driven organization, linking market needs to technology development which reduced cycle time for new product launches from 36 months to 17 months. Henry established big data thinking within Greene, Tweed, by building a business analytics team that provided user-friendly real-time data for all segments of the company. Henry was also a member of the Compensation Committee.
Before joining Greene, Tweed, Mr. Stueber held various executive positions at GE, turning around $150M to $600M acquisitions to re-inventing a mature $2.5B Steam Turbine and Generator business. In addition, Henry held positions in M&A, Systems Engineering, Design Engineering, Program Management, Manufacturing, Supply Chain and is a certified Master Black Belt.
Henry started his career as a U.S. Navy Officer, retiring after 28 years and achieving the rank of Captain. His final assignments focused on risk mitigation and crisis management, as the Emergency Liaison Officer for New York State and Executive Officer / Training Officer for a US Forces Korea Unit.
Mr. Stueber received his M.B.A. from Xavier University in Cincinnati, Ohio and his B.S. in Engineering from Marquette University in Milwaukee, Wisconsin.
